A Prosecutors’ Office spokesman yesterday confirmed that police have launched an investigation into the city council speaker’s chief secretary Huang Lien-mao (Huang Chi-yung ) and 18 Keelung city councilors in connection with a bribery case involving a construction project for Yuemei Road (Yue Mei Lu ). The investigators found an account book belonging to the company chairman of Unison Developing Co, and alleged it contains figures for payments to each of the 18 councilors for approval of the road expansion.

The investigation revealed that Unison Developing Co received NT$40 million in kickbacks from the city government to get the project approved. The investigators questioned Huang and the councilors over several issues in dealing with the project. They also asked for an explanation on why the bribes were paid and whether there were any conflicts of interest involved in the case.

Police are still investigating whether the bribes were based on political or financial considerations, and the councilors’ connections with the company. They will also examine their conduct in handling the project, including how they voted on it. The investigation is ongoing, and it could lead to additional bribery charges.
